Biography

Rosanna has more than twenty-five years experience in Public Safety Communications. She began her career with the Fresno City Police Department in 1976 as a dispatcher. She also served as a trainer and shift supervisor for Fresno . In 1996, she took a position as Operations Supervisor with the Santa Cruz Consolidated Emergency Communications Center and is currently their Training Supervisor.

In 1996, Rosanna completed the intensive, year-long POST Master Instructor Development Course. Since then, she has made a number of national and international presentations to groups such as the National Academy of Emergency Dispatch Navigator Conference, Association of Public Communication Officers (APCO), American Society of Law Enforcement Trainers, Institute of Criminal Investigator Instructors, California Computerized CLETS Users Group, and the California Public Safety Instructor Symposium. Rosanna also established the first “Citizen's Academy for 9-1-1 ” in the nation, which received national recognition in March 2004.

Rosanna continues to be heavily involved in training, and teaches for the Fresno Police Academy , South Bay Regional Public Safety Training Consortium, Cabrillo College , the San Diego Regional Training Center, and Public Safety Training Consultants. She has been active with the California Commission on POST as a facilitator and consultant for dispatch work groups, interactive training workshops, training needs assessments, the Master Instructor Program, and has served as the Curricula Manager for the 2002, 2003, and 2004 Public Safety Instructor Symposium. She is a member of the Association of Public-Safety Communications Officers-International (APCO), California Association of Police Training Officers (CAPTO), International Law Enforcement Educators and Trainers Association (ILEETA), Santa Cruz County Training Manager's Group, and South Bay Regional Public Safety Training Consortium Advisory Committee.
