Instruction Notes
This is my first opportunity to tell the Cabrillo College community how honored I am to be serving as Interim Vice President, Instruction. Thanks to all of you who have expressed support and encouragement.

Welcome to the spring 2004 semester. This will be a “benchmark” semester to challenge all of us at the College – bond elections, proposal revisions to the California Higher Education Master Plan, financial gloom from Sacramento, and the search for a new college president. Yet, in spite of the challenges, Cabrillo remains an outstanding college dedicated to teaching and learning.

Measure D
President Claire Biancalana has energized the YES on Measure D campaign. Besides coordinating the campaign, she has been a tireless public speaker on its behalf.

This bond will allow the college to complete the updated Facilities Master Plan. With the first bond we expanded the Watsonville Center by 32,000 square feet, increased ADA accessibility (including 8 elevators), improved the Physical Education facilities tremendously, improved access roads and transit stops, increased parking, dramatically improved all college buildings (still a long way to go!), replaced and upgraded college infrastructure (electrical, communications, storm drains, sewer, and water...essentials), prepared the site for Student Service Complex, and built the Horticulture Complex (including 14 additional useable acres).

Measure D will fund the Health Care Career Training Facility, including the Stroke Center (on the former Horticulture Site); the acquisition and renovation of the Watsonville Library for needed expansion of the Watsonville Center; additional ADA access and improvements including the second pedestrian bridge across Soquel Drive; upgrading heating, electrical, lighting, and doors; the Student Services Building; the Arts Education Classroom buildings (VAPA), associated equipment; and renovation of all vacated space into modern classrooms for transfer and career education classes.

Budget Plans
In January, budget managers reviewed budgets to identify every resource that could be eliminated from the base budget for the remainder of this year – one time. The CPC is in the process of reviewing these budget reductions, and the information should be available for your division meetings during flex week. Uncertainty surrounds the proposed Governor’s budget. As opposed to last year, this time there appears to be no mandated state budget reductions for community colleges.

The following information is presented by the Community College League as “talking points” on the Governor’s proposed 2004-05 budget:

General
* We are pleased that Governor Schwarzenegger worked with education organizations to find a way to ensure that Proposition 98 funding protects core education services without triggering massive cuts to other parts of the state’s budget.
* This budget ensures that community colleges will continue to be the gateway to higher education for the overwhelming majority of California’s citizens.
* This budget proposal is a good start, and we look forward to working with the Governor and Legislature to ensure that community colleges work efficiently to serve the growing demand for higher education in California.

Growth
* The proposed 3.0% for enrollment growth will open the doors to higher education to 32,000 additional students.

Equalization
* The proposal to fund equalization is a sound proposal to begin addressing longstanding inequities in funding per student among community college districts.

Categorical Consolidation
* We are pleased that Governor Schwarzenegger is looking to find ways to deliver more services to community college students through the consolidation of the numerous categorical programs. Locally elected trustees working with faculty and staff at each college are best positioned to determine which services will lead to the success of the students they serve.

Enrollment Fees
* We are disappointed that the Governor’s bold policy initiative to limit college fee increases does not apply to the 78% of California undergraduates who attend community colleges. Full-time students in community colleges had a $210 increase (65%) last year, and this proposal would increase fees by another $240 (44.4%).
* With a 65% fee increase and budget cuts last year, 175,000 students did not enroll in community college. How many will we lose with another 44% fee increase?
* The proposal to require students with baccalaureate degrees a surcharge is bad policy and ignores the community college role as the leading retrainer of California’s ever-changing workforce. This policy was tried in the 1990s and repealed by the Legislature because of the effects on top state priorities, including nursing, firefighting and public safety.

Occupational Program
Every year Cabrillo College receives approximately $325,000 in funds that directly support our occupational programs. This dollar amount is in direct proportion to the special population data that we provide VTEA (the Vocational Technical Education Act) from the STUF (Student Update Form) surveys. The accurate, timely and thorough job that we do in administering this survey to all our students benefits our programs to an even greater degree where budget cuts have become the norm.

Please take the time to familiarize yourself with the dates that we are requesting for implementing this survey. A packet with instructions and supplies sufficient for all your classes will be in your mailbox (or below if too large) by February 26th. We are asking that you please return the surveys and any unused materials to the large, white cardboard box clearly labeled “VTEA STUF Surveys” in the mailroom by March 5th.

Per your request, this year the surveys will be in both Spanish and English. Both languages will be provided in each packet you receive.

As you know, Cabrillo is in the process of a nationwide search to replace John Hurd. First letter of the user's first name and entire last name
For the instructor Juan Cabrillo the username would be jcabrillo.
* The default password is the same as the user’s username

The first time you, as well as your students, log-in you will be forced to change your password. Students will be added to your course during FLEX week, but they will not be able to log-in until the first official day of the semester.

The California Virtual Campus project of the Chancellor’s Office has provided excellent online resources for faculty and students at http://www.cvc2.org/webct/orientations.htm It includes a WebCT First Time User’s Guide at http://www.cvc2.org/webct/orientation1.htm.

CVC announces the availability of online training for WebCT 4.0 - Introduction to Teaching with WebCT 4.0
All training will be delivered online, both as facilitated online workshops, and where appropriate, self paced tutorials. There is no cost for California Community College Faculty. Facilitated by: Allison Crescione and Zulma Calderon. A three-week, fully online, very intensive hands-on workshop; participants experience the course management systems from both the student and instructor perspectives while creating the beginning stages of an online course structure.
This course is recommended to faculty who are new to WebCT as well as to those who would like to review in the new 4.0 version.
Dates: March 1-March 19, 2003, April 5-April 23, 2004, or May 10-May 28, 2004.

3. Web Publishing Accounts (Information generously provided by John Mauceri, Web Administrator)
As part of the gradual migration from www.cabrillo.cc.ca.us to www.cabrillo.edu, the Web Administrator will be moving your "tilda" area web material. You will be receiving via email, a pdf file with the particulars to help you publish successfully to www.cabrillo.edu. It includes your login and password. For web publishing support, contact the Teaching and Learning Center, 831.479.5030. To update your Faculty/Staff Directory (aka “Salsa”) listing: surf to salsa.cabrillo.edu. (If you need a new Salsa password sent to you by email, call your Division Coordinator or the TLC.)

4. Protecting Your Email
The primary way email addresses fall into the hands of spammers is by being placed—undisguised—on the web. To avoid spam, it is becoming common practice to disguise email addresses so that web page scanners (aka “spambots”) won’t detect them. Some simple disguises: jasmith (at) cabrillo.edu or jasmith@REMOVE-BEFORE-SENDINGcabrillo.edu.

Your listing in the faculty/staff directory is already spam-proofed, but you will need to disguise your own email address on any other pages you publish or pages that are published "for" you.

Remember, youremail@cabrillo.cc.ca.us is going away and will be superceded by youremail@cabrillo.edu. Make sure that anyone from whom you wish to continue to receive email is using the domain @cabrillo.edu or their mail will be rejected (along with most of the spam!). Additionally, your Cabrillo email addresses are now easy to communicate and easy for students to remember. The pattern: firstname.lastname@cabrillo.edu may be used as well as the old, cryptic email addresses.

5. [Spring] Cleaning Out Your Directories
To avoid having the network drives turn into multimedia landfills, please clean out your directories of those files you no longer use and back up onto a CD what you’d like to save. The TLC has CD burners you can use to help archive your instructional materials. Pay particular attention to the HOME volume (ie: M: drive). Please remove backups of your hard drive, music collections, software installation files and any other inappropriate materials, such as files pertaining to Paris Hilton.

Spring 2004 Registration
Currently Cabrillo is only processing phone registration, as the online feature is under construction. January 19th is the first day for concurrent high school student enrollment at Cabrillo. The HAWK TALK phone number is 831-477-5678. Application and high school release take approximately 5 days to process before phone registration can occur. Students who cannot drop off the paperwork at Cabrillo in person may save time by faxing it to A&R, FAX number 831-479-5782. If students attempt to call in the registration and are not entered in the Cabrillo database, they will simply not be able to register.

The early registration window ends on February 4. After this, students will have to go through the late in-person registration process, which starts the first day of the Spring semester, on February 9. Late registration is Feb. 9-21. At that point, an instructor's add slip needs to be signed and taken, along with the completed application and release form, to the Cafeteria above the bookstore in building 900 on the Aptos campus, or to the Watsonville Center.

There will be extended in-person registration hours: Opening times for Feb. 9-12 are Mon.-Thurs. 9am-7:30pm (Aptos campus, bldg 900) and Tues.-Thurs. 8am-8pm (Watsonville Center); All offices are closed Feb. 13-16. Hours for Feb. 17-21 are Tues.-Fri., 9am-7:30pm; Sat. 10am-2pm (Aptos) and Tues.-Thurs. 9am-8pm, Fri. 9am-5pm, Sat. 10am-2pm (Watsonville). Curriculum, Instruction and Assessment at the Community College

Theory & Practice: Effective Teaching and Classroom Communication Strategies

The Community College Faculty Preparation program offered by CSU, Sacramento provides critical coursework and classroom experience to prepare current and future community college instructors. Graduate level courses in pedagogy, curriculum development, instructional communication and assessment are included. The final course is a sponsored experience at a community college. The certificate program consists of four courses (12 units total) which are offered in a blended format of traditional classroom meetings and online instruction. The majority of the courses can be taken individually or taken together to complete the certificate program.
