Instruction Notes
02/03/03

SPRING 2003
I welcome you back to the college. I know you have already heard of the frightening news out of Sacramento. To compound it, we have to wait for the politicians to decide the final impact for this year and next. What ever the hit, we know full well that it will be severe. What is truly maddening about the Sacramento scene is that we will probably not have a definitive answer about our 2003-04 budget until early fall of next year after the semester has begun. In the meantime, we are placed in the impossible position of planning our Fall 2003 Schedule of Classes based on our best guesses. It is imperative that we all work together to lessen the impact on staff and faculty and to maintain the quality of our service to our students. What sustains me personally is the continuing quality of educational services you provide to our students, even in these dire times. I have a great deal of respect for each of you!

FALL 2003
You read in the CPC notes that the college put aside 1.6 million dollars towards the 2002-03 Gray Davis budget reductions. I want to thank each one of you for your contributions and the suffering your will endure because of them. Instruction contributed $655,915. More than half of it was from this years budget. The remaining was from one time accounts, those we were holding for long term plan implementation.

INSTRUCTIONAL PLANNING
Because of the drastic budget cuts proposed by Governor Davis for this and next academic year, I am deferring the Instructional Planning process for one year. The proposal for 2003-04 will create a need for substantial reductions to our base budget. In order for faculty to have time to look at programs with an eye to improving efficiencies, we will defer the Instructional Planning for one year. Those planners who started in 2002 will not have to complete the formal Instructional Planning Process until spring of 2004. Many have done substantial work on the report and are ready to submit it. Therefore, you may submit your plan by the original date of 2/14/03, but you do not have to submit it until 2/14/04. If you do submit it earlier, you will have an opportunity to update it before 2/14/04. Those faculty scheduled to begin planning now, will not begin until 2004. I hope no one is too disappointed!

WORK-BASED LEARNING ONLINE COURSE FOR FACULTY, ADMINISTRATORS AND CAREER CENTER STAFF
The Bay Area Regional Consortium are planning to offer the Work-based Learning Online Course from March 3 - April 30,
2003. They are doing a two month time frame to give faculty sufficient time to complete the course and the required
activities at the same time they are teaching their classes for the semester. They have an excellent group of community
college faculty and high school teachers who are completing the course during the January intersession. Don't forget that the
consortium are here to support you in your activities. Let them know what you need to spread the word about work-based
learning. Attached flyer: Flyer-Spring 2003 Work-Based Learning.pdf

A NOTE TO ALL OCCUPATIONAL PROGRAM INSTRUCTORS
Every year Cabrillo College receives approximately $325,000 in VTEA funds to support our Career Education programs.
These funds support disabled student services, tutoring, Career Night, curriculum development, conference attendance and a
number of other services. The amount we receive is in direct proportion to the numbers of students we serve who are
considered disadvantaged.

In order to ensure that we receive all the funds to which we are entitled we are asking you to survey your students. It should
take about 10 minutes of class time. A packet, with instructions and supplies sufficient for all your classes, will be in your
mailbox by February 26th. We are asking that you please return the surveys and any unused materials to the large box
labeled ‘VTEA STUF form surveys’ in the mailroom by March 7th. Should there be any questions or requests for additional
supplies please contact Leslie Read at x5778 or leread@REMOVE-BEFORE-SENDINGcabrillo.edu.

BUDGET PLANNING
The work of identifying budget reductions will be difficult. It will require the careful attention from every member of the faculty and staff in department and division discussions. It is likely we will be forced to seriously reduce the schedule. I expect that this will impact all Cabrillo programs and services. It is imperative that you look at you programs and curriculum and identify the core that is essential for student success.
