Instruction Notes 02/28/03

BUDGET REDUCTIONS
I want to take this opportunity to personally thank each of the program chairs who worked so thoughtfully in a compressed time frame to identify the core of each program and make scheduling recommendations. Because of the PC and the Deans, we expect to make our goal of reducing the fall schedule of classes by close to 300 FTES. As I thank each PC, I also grieve for the loss of our valued adjunct faculty members and for the students we are unable to serve.

In the last Instruction Notes, I sent you a copy of the Faculty Senate approved Program Deletion Emergency Process. Its purpose is to identify programs to be deleted beginning the 2003-04 academic year. It will not cause the lay off of contract faculty funded by the base budget. The Program Deletion Task Force met yesterday and identified 7 programs that meet the criterion laid out in the process. Faculty from those programs will meet with the Task Force over the next three weeks for further review of the programs. Even if the recommendation is to discontinue these 7 programs, contract faculty in these programs will not receive March 15 notices. Each has another slot they can fill as contract faculty at Cabrillo College. Again, I am saddened by the loss of adjunct faculty.

Unfortunately, valued college contract faculty and administrators in several categorical programs, and the faculty they would bump, will receive March 15 notices. These are the categorical programs that Governor Gray Davis slated for unrealistic reductions (45% in one case) in the 2003-04 academic year. The proposed reductions are too sizable to be back filled by the base budget as was done in 2002-03. It is everyone's hope that the proposed reductions will be lessened through the Legislative process, if not, the college must prepare for the worst scenario by issuing March 15 notices. These notices are required by California statute to begin the lay off process for contract academic personnel. In order to continue the process, the college must also issue May 15 notices.

In addition, several academic administrators are receiving notices because of the financial crisis. Each has contributed greatly to the success of our students. The college will suffer from the loss.

March 15 and May 15 notices are not a part of the lay off process necessary for classified staff and classified administrators. You will hear more about the reductions of those valued personnel later this semester.

This is a very sad time for our college. I don't remember anything this devastating in my 33 years serving students at this college.

MARCH 17 LOBBY DAY
Several buses are scheduled to carry Cabrillo College faculty, staff, administrators, and students to Sacramento for Lobby Day. As a word of caution, please be aware that college employees cannot participate in a political, lobbying activity during a regular paid workday. At the same time I know that many of you plan to participate. I commend you for that. Be sure to follow the leave requirements in the contract and file an absence report if you are planning not to meet your class. If your course’s curriculum includes material about the political process, you may legitimately use this event as a part of your class. If students should opt not to go on this field trip, please provide them with an alternative assignment. Some students are planning to attend and will miss your class. Please be as flexible as possible. The college will not be closed on March 17.
