Instruction Note 8/25/03
These are difficult times. The college was forced to reduce the budget by $4,000,000, shrink our classified staff by 20 positions and our administrative staff by 7, decrease our adjunct faculty, and no new or replacement contract faculty were employed. However, we have dedicated faculty, hard working classified staff, devoted administrators, quality curriculum, excellent facilities, and a community that supports our college. Obviously, in light of the above, we have the resources for a successful year in spite of the political and economic difficulties of the State of California. I am confident that we will provide for the educational needs of our students and will have fulfilling professional experiences.
Budget
Our state budget was less severe to the college than we originally expected.
After reducing our general fund by $4,000,000, we expected to have a $900,000
structural deficit for 2003-04. When we received the May Revised Budget, the
deficit projection grew to 1.8 million dollars. The final adopted state budget
gives us a $400,000 structural deficit which we will bridge with the one-time
funds available for this year. We generated our one-time funds through last
year's mid-year reductions. One of the strategies we used to achieve the budget
reduction was to reduce the schedule by 6.3%. I am pleased to report that as
of today, we have not lost any FTES compared to last fall. Thank you all for

The budget included an enrollment fee increase to $18 per unit to be implemented immediately. This has and will continue to create issues for our students, particularly those who paid the $11 fee. President Hurd sent letters to all students who registered before the implementation informing them of the fee increase. Because of the reduction in numbers of classified positions, there has been a great deal of movement within that staff. You will see familiar faces in strange places. So that you will not go into shock, I have attached a document that captures the movement in the Instruction Component. I also am attaching the division staff directory for your information.
Flex Week

The online calendar allows you more flexibility to browse the workshops and
events that interest you most. Flex Agreements can be found in the mailroom
or in the TLC, room 1095. Friday is All College Day with a reception from 8
am to 8:30 am in the Theatre Quad, presentations from 8:30 to Noon Welcome and
Special Presentations, and All College Day Softball Game from 5
to 7 pm in the lower fields behind Carl Connelly Stadium. The presentations
include one by Conn Hallinan, Provost of Kresge College on transfer student
success on how our students fare from the community college to the university
and a panel of community members sharing their unique experiences as former
Cabrillo students, including well known Santa Cruz defense attorney Paul Meltzer.
Diversity Training for Search
and Selection Team Members
All faculty and staff members who are planning to serve on a search and selection
committee are required to attend a diversity training workshop. Many of us attended
last semester. If you did not, there is an opportunity to do so on Monday, August
25. This flex week activity is scheduled from 9:00 a.m. to 4:00 p.m. in the
Pool Room, adjacent to the swimming pool. If you are interested in reserving
a space or want additional information on future workshops, please contact the
Human Resources office at x6217.
Cabrillo College Catalog
Due to budget reductions the college will sell the Cabrillo College Catalog
to students for $3.50 each. All faculty and each division, department, and office
will receive a copy of the Catalog. If your department needs more than one reference
copy of the Catalog, you can request additional copies from the Marketing and
Communications Office by calling Erin Lee at x5744. It is important to note
that we are no longer giving free Catalogs to students, but rather we are referring
them to the College Bookstore and Admissions and Records where they can purchase

Class Breaks and Passing
Times
Please remind your students that our class listings include passing time. If
a class is scheduled to meet from 8:00 to 9:30, the students will be in class
from 8 to 9:20. In addition, the state requires we provide our students one
10 minute break each hour of class. When a class session is less than two hours,
we are allowed to move the break to the end of the class. When a class is two
hours or longer, we must provide the 10 minute break after 50 minutes of instruction.
Accomodations for Students
with Disabilities
Richard Griffiths, Learning Disabilities Specialist, suggests you include the
following in your syllabus.
"As required by the Americans with Disabilities Act (ADA), accommodations
are provided to ensure equal opportunity for students with verified disabilities.
If you have a disability that requires accommodations for this class, please
contact the Learning Skills Program at 479-6220 (for students with learning
disabilities and attention deficit disorder) or Disabled Student Services at
479-6379, to make arrangements as soon as possible."
Details from A and R
Please remember, for full term classes, it is important for the students and
for the college that your students are officially enrolled by the end of the
second week of classes. A way to check this is through your Census Roster. Students
should either be on that roster or you should have an initialed add slip from
A and R. If neither is true, immediately have the student petition to add the
class through A and R.
For short term classes, the last day to add will be printed on the roster. In
most cases, that will be the first day of the class. The exception is Saturday
classes when the last day to add will be the next Monday, since A and R will
no longer be open on Saturdays.
Academic Priority Process
A Task Force of the Faculty Senate and administrators met over the summer
to review and improve the process and criteria for prioritizing academic positions.
The Faculty Senate will discuss the modifications at their regular meeting on
Tuesday September 9. If you have concerns, express them to your senator before
that meeting. I have attached the proposal to this email for your review.
