INSTRUCTION NOTE
         

BUDGET ISSUES
CPC met yesterday with about 50 college faculty and staff in attendance. President Hurd
outlined his projections for budget reductions. Since the Governor reduced the California
Community Colleges budget by $215,000,000 for 2002-03, and Cabrillo is generally 1% of
the system's budget, President Hurd asked for a reduction of $2,000,000 in one-time funds
for this budget year. In addition, he is estimating we will need to reduce base funding by
$2,750,000 to $4,750,000 for 2003-04. He arrived at that figure by taking the $2,000,000
reduction for this year, assuming the governor would make the same reduction for next
year, and adding in the existing structural deficit.

John asked the vice presidents to bring recommendations for the mid-year one-time
reductions to the 1/15/03 CPC meeting. Today I asked each dean to meet with
representative faculty and staff, including program chairs and representatives from Faculty
Senate, CCFT, SEIU, and Students Senate, to create the recommendations. I asked them
to review every program and service and identify funding needed to operate through the
spring semester in a survival mode only. In addition, I asked them to try to eliminate
temporary hourly expenditure and only maintain them where it is absolutely essential.

CPC will me again on 12/18/02 to determine specifics for the base budget reductions,
including targets, criteria, and process.

I appreciate the difficulty and the magnitude of this task. This will be the third time I have
been involved in these catastrophic budgetary events. We are not operating business as
usual!
