What Is Cabrillo 2030?

"Cabrillo’s new strategic planning process, titled Cabrillo 2030 is rooted in social justice, equity, educational excellence, and a healing centered framework that places students at the center of our work."

Cabrillo College’s former strategic plan, 2019-2024, focused on the themes of transfer preparation, student success, labor market preparation, and Instructional excellence. The College Planning Committee (CPC) agreed to extend the plan for one year (2025) to allow time for the development of a new strategic plan, 2026-2030. Coming on the heels of a revised mission statement, the 2030 Strategic Planning process started in spring 2025. The purpose of the plan is to align with our new mission statement and provide guidance to individual units within the college as they develop program planning documents and operational plans for resource allocation decisions. Throughout the spring of 2025, the Cabrillo 2030 Strategic Planning Taskforce was formed and began meeting to investigate existing college plans, documents, and study other colleges in the system to help shape the themes that would drive Cabrillo's new strategic plan.

What We've Done

The Task Force’s work is organized around the active themes of align, gather, discover, create, and commit. The planned work is as follows:

ALIGN (Spring 2025)
GATHER (Spring & Summer 2025)
  • Revisit survey feedback from students, faculty, and community to lift voices already contributing to the conversation.

  • Look for emerging themes, common priorities, and shared aspirations across the qualitative data.

DISCOVER (Fall 2025)
  • Review student data, dashboards, and surveys through an equity lens to assess servingness and reveal inequities.

  • Connect quantitative data to qualitative themes, linking data and voices to guide collective action.

CREATE (Spring 2026)
  • Draft the Cabrillo 2030 Strategic Plan, integrating insights from data, student and community voices, and faculty perspectives to ensure it centers on servingness and provides a plan to actualize Cabrillo’s Mission, Vision, and Values.

  • Articulate guiding principles, institutional goals, and key actions to support implementation and decision making.

COMMIT (Spring 2026)
  • Facilitate participatory governance reviews and approvals of the Cabrillo 2030 Strategic Plan, ensuring broad institutional engagement.

  • Foster campus-wide understanding and support through training and collaborative communication.

Where We're Going

In the fall of 2025, the College’s Planning and Research Office will conduct listening sessions with students to assess their views on the future directions of the College, center their experiences, and solicit their ideas. The College will also hold community and employee listening sessions for a holistic engagement process. Once those sessions are completed, the Task Force will work to incorporate overall themes into the draft Strategic Plan.

Timeline for Completion Spring 2026

The Cabrillo 2030 Strategic Planning Task Force began its work in spring 2025, with a targeted completion date of fall 2025. Starting with a review of existing documents, planning requirements embedded in California law and accreditation, and similar plans at other colleges, the Task Force realized that its initial goal for targeted completion was too ambitious. Community and student feedback is planned for fall 2025, with deliberation, analysis, and a written draft slated for spring 2026. With timely governance discussion and review, the Cabrillo 2030 Strategic Plan should be finalized by the end of spring 2026. A timeline of activities is provided below.

Who We Are

A taskforce commissioned by the College Planning Committee (CPC), the Cabrillo 2030 Strategic Planning Taskforce was initiated in February 2025 to engage in a multi-phased process to develop the Cabrillo College 2025-2030 Strategic Plan. The Cabrillo 2030 Strategic Planning Taskforce utilized a collective leadership model to facilitate meetings, engage with guiding frameworks, and shape the planning process.
